I don’t know how you think this change is for high level play or OWL. Every high level play centers around the tank duo that’s being used. This throws current high level strategy out the window entirely.

“the dominant ideology of America’s public institutions”- Lol, this line right here lets you know the guy is full of it. This is not, and never has, been true, but racism was the dominant ideology of America’s public institutions for the vast majority of this country’s history.

It seems like it is Gen X stuff, so expect to see more of it as they become the dominant power. Their upbrining seemed to be focused around “not seeing race” and the idea that if no-one talks about race, then racism will go away.

I just love that pointing out the ways systemic racism and inequality have and continue to affect the lives of so many people (myself included) has been equated to fostering division.
