For the Google messages one, and I believe the MS one as well, it’s basically just mirroring what’s on your phone. So if you write the message on your PC, it’s just sending the data to your phone, and then your phone is sending the message.

I’ve faithfully used MightyText for years and it does exactly what you asked. It works as an interface for your phone.
