I see it as the exact same thing. People now have come to expect version numbers, so Microsoft is just using different naming. There is no difference inherent difference between the service packs and Windows 8.1. Obviously, the distribution is also different, but that's because that is also now easier and expected.

Correct. The previous version "worked", but we've put in comparability such as recognition of 2nd-monitor taskbars (for docks to sit above), .NET Framework 4.0 compatibility (vs requiring 2.0, since Win8 doesn't come with it), improved system-tray support and other such tweaks. We hope you enjoy!

It's likely that the old version worked on Windows 8, but this one explicitly supports it, and brings some new features to the party as well.
