I'm pretty sure what it means is that when you double press the PS button it will switch to the previous app without a prompt, for things like maybe reading a walkthrough or copying some promo code or something, if you just press it once you will get a menu, which gives you more control, but is less efficient. While I'd agree that the graphics are not everything, the resolution difference matters to me. Maybe my eyes aren't that great but I have a hard time with seeing/distinguishing far away objects when the resolution is 720p or lower. This is most prevalent for FPS games for me.
