However, affect can be used as a noun and effect can be used as a verb as well. Affect as a noun means a display of emotion and seems to be rather technical in nature. Probably won’t see that use a whole lot outside of academic papers and whatnot. Effect as a verb can mean “to bring about,” “to cause” or “to achieve.

Yeah, it is. I think the thing that is responsible is the Hatch act, which makes federal employees unable to engage in “political activity” while on their job. According to the employer, he just started, so it could be he simply started 1 week into the month, only getting 3 weeks that month. I had the same thing when I started work. Just my guess though.
