In Portland, basic UberX rates are a base $1.50 fare, plus $1.55/mile or $0.30/minute (typically used when driving at very low speeds/stopped). The minimum fare is $5.35.
Uber doesn’t “secret shop”, as far as I know, but their instructional videos specifically instruct drivers to turn down tips, and only accept them if passengers insist. Most drivers don’t stick around long enough to realize that it’s a bullshit instruction.
