The empties are largely in the way and taking up truck chassis. If you get rid of the empties, you make room for the fulls.

A big part of the problem is EMPTY containers sitting on chassis. Once those get off the chassis and onto the sweeper ships the deficit of chassis will improve and the full containers can get out faster.

True but then we can work to address that part. There is not going to be 1 step that solves this all (well short of a large asteroid strike....)
