That dashcam footage is misleading in how dark it looked. I live in the area and the road in question is brightly lit by streetlights at night (as are all developed streets in the area). I have had to brake for jaywalking pedestrians at night and have never had any issues seeing them with plenty of time to avoid

Yeah, I saw the video. I also have a dashcam and understand that what you see on the video is nothing like what you see in real life. The contrast between what’s lit and what’s not is severe, whereas in real life my headlights actually cast light in a fairly broad range that gives me a decent range of peripheral
