That outlet mall has 16 chargers. There are currently 64 more Tesla Chargers under construction at 3 sites off the 5 between Carlsbad and Oceanside.

IIRC Tesla’s US Model Y standard range didn’t qualify in 2023 because of the source of some of their batteries so they changed their battery source for 2024 US Model Ys to make them eligible.

Native NACS may not be strictly necessary but nobody wants to need adapters and now that NACS is the standard, new charging infrastructure is going to be dedicated to it. I expect CCS to freeze before being phased out just like CHAdeMO is.
