You clearly don’t know much about competitive gaming, so I’ll make an easy comparison: there’s a reason MMA or boxing rings have no obstacles or random objects being thrown into the arena.

Worth noting: the “randomness” of Hero is nowhere near comparable to that of G&W or Peach. The latter have very low odds of high reward, then actually have to land the attack. Hero’s randomness applies to most of his moves, and is almost always safe to attempt.

The rights are probably the biggest issue. If you wanted to re-release the Konami NES Ninja Turtles games, you’d probably have to get Konami’s OK, but then also the OK of whoever holds the game rights to the Turtles now, and whatever company owns the characters themselves, etc.
