I don't agree, children throw tantrums like these because they pay off. The idea of avoiding these via pre-scouting and changing the way you shop does't fix the issue, it avoids it. You will still find yourself somewhere where the child's learned behavior will re-surface. It is not good enough avoid the situation.

I don't think it is illegal here. But the race numbers were off. It was all of the sponsor stickers that were on. You are required to run them at national events in case you car is photographed. Most folks use number set that come off easily, but don't have all of the required national stickers done up that way.
