Sounds like Cervero is confirming a lot. People choose their means of commuting and where to live taking all available options into account. It doesn’t happen overnight, but widening a highway will add traffic as it makes living farther away/not using public transportation better options.

When the government faces a deficit, it has two main options: cut costs or raise more money. 

This is horrendous advice. Given the massive increase in car break ins thanks to the opioid epidemic, all this article does to encourage that more. While the goal behind this idea is good, you are much more likely to encourage a break in doing this vs. not. Especially with this article now throwing that out there.
