PS4 version? How did he get the building ceiling so high? I tried building a massive tower in Sanctuary and could only get it about 3 stories before it restricted any further building. Is it not relative to the ground but takes into account height from sea level (so to speak?)

To further clarify, its to give the inventor the chance to monetise the idea and it’s creation, but ensures that a monopoly doesn’t come into effect because of it either and give others the chance to improve and innovate on the original concept.
