I can almost guarantee this is known and intentional. Good reviews mean good sales. People who pre-order are more likely to give a game a good review before release. Therefore allowing people to review games they have pre-ordered is likely to drive further sales.
As an “older” (read: in my 30s) gamer I found the whole NMS thing pretty funny. Anyone who has been around the block a few times was very wary of NMS from day one. Watching everyone go through that with all the anger and rage was kind of cathartic in a wierd sort of way.
I thought season 2 was just bad. Season 1 was one of the my all time favourite games, but season 2 only had one good part and it was the flash-back sequence. It was just largely forgettable.

It makes sense. Game developers want you to play the game as they intended. Stopping playing just because you hit level 99 and waiting for a content patch is not ideal behaviour for anyone. They want you playing the game, not gaming their game.

I got into the game later (July I think). And I didn’t have too much trouble getting into it. The game does a great job of easing you in. Just be sure to find 1 or two heroes to start with (I recommend Soldier, Pharah, Roadhog) and learn them first. Then stick with those until you get an idea of the maps, game modes…
