This is true. The whole reason Toby leaves the show for 5 or so episodes to go to jury duty (so that Amy Ryan could come back) is because the strangler was caught at the end of that chase. So there is no possible way Toby could have been in the car.

I played the remastered, and it was fine. Though it was obvious that a lot of the UI and controls were just very dated by today’s standards.
