Based on this video it seems that the issue is just spam/paid/bot accounts algorithms have been adjusted. The Chinese paid subscribers are telling the YouTube creators that they are still doing their thing and want to keep getting paid but the creators are not seeing them. Seems like a reasonable explanation.
