Actually they kept the 4.0 from the 80s right on through to 2001. Problem was, they changed the head design in '98 or so and that led to a bunch of cooling failure. Basically, you want a '97 or newer.

Pretty much any damping adjustable coilover (PSS9, PSS10, Ohlins, etc.) is going to outperform the stock setup. Please don't think the stock suspension setup in an Audi S4 is the end-all be-all of car suspensions, because it definitely isn't.
