Incorrect. Zombie muscles and limbs move as much as they are able. A detached body part will still move, but not as if it’s attached to a whole body. Detached zombie limbs don’t grow back.

The show’s version is the “Night King,” who was created by the Children of the Forest as a weapon. The books’ version is the “Night’s King,” a former Lord Commander of the Night’s Watch who fell in love with a woman “with skin as white as the moon and eyes like blue stars”. Not the same.
