Likely the same reason towing capacity is magically higher in Europe for the same vehicle. Regulations. I think towing in Europe is a more regulated affair (imagine that), with slower speeds. In the US, if it is rated to tow, you need to be able to go fast. The (safe) towing capacity decreases with speed.

That is a genuinely useful feature for RV owners. Not having to lug a 50-100 lb generator and another 20 lbs of chain to lock it down is a lot of space back. And, those small engines have notable fumes, even the newer EPA and CARB certified ones.
I was thinking more in terms of having that ability for back-up power after a storm. If I buy a generator for that purpose it might get used once or twice a year and you’re rolling the dice on having gas that isn’t bad and occasionally starting it to make sure it runs when you need it.
