Tongue weight should be at least 10% of the load. When in doubt more tongue weight is better as long as the tow vehicle can handle it.

Also, in Europe, the total length of cab and trailer is the rule. In the US, it’s just the trailer. Cabovers were popular when the US had a total length rule. Talk to any trucker who drove cabovers over the road and they hated them. Sitting over the front axle was not a smooth ride.
