I'm not sure if this is an issue for CoD, but I know for other games that if you don't buy the map pack, you get screwed because it won't allow you to enter games of people who do have them. Which severely limits your ability to play online. So it's almost like having to buy another online pass.

I've never played the original XCOM games, but they appear to be isometric turn-based RPGs. This reminds me of another classic isometric turn-based RPG that made the leap to first-person: Fallout. And I think we can all agree that was a successful transition.
