It's still unfortunate. Think about that dog, think about his owners—it's still a shitty situation. It's shitty of the owners to have let him out/roam the neighborhood, but the dog's reasons for attacking the kid weren't purely malevolent. He's a dog, like, fack, who knows what he's thinking.

Just because it's the newspaper industry doesn't mean management salaries would have declined. It's still a business, and it makes no business sense to install a less qualified/lower paid manager to save on short term costs.
