The hackers didn’t do the repair work. That was done by a company that specializes in repairing trains. The hackers just removed the code that was artificially blocking the train from working after the actual physical repair.

They were hired by the owner of the train. This is the same invalid argument as a car manufacturer saying the car can only be fixed by their dealer, and not a corner mechanic. (Which in the US is protected by the Magnuson-Moss Warranty Act.)
