Landing on a barge saves fuel. Basically, you place the barge where-ever the rocket was going to come down anyway, so it minimises the fuel cost.
I’m not sure where you get 20% more fuel from. SpaceX is talking 7% for a barge landing. You need less than you might think, because by the time you are landing you’ve lost the second stage and payload, plus all the fuel you already used, so the rocket is quite light.
