This is true, according to my dad, who was on subs for 20 years.

As of Dec 31 2010, the Navy banned smoking on subs below decks.

I don't know if they still allow smoking on subs, but it was my understanding that the air scrubbers did an excellent job of filtering out/ removing smoke from the air.
