Yeah, they're selling, I do see the appeal as an unmarked car too. I also believe the auto industry believes in the "crossover" effect. Plus Dodge has had that package in market longer than the Taurus or Caprice.
As a cop who spend a lot of his 40 hour work week in a patrol car, this isn't my experience (or anyone I work with). Capability, comfort, visibility, and carrying all my stuff trumphs looks or styling. Chargers? Visibility sucks. The Taurus isn't much better. We've switched to Explorers.

Interestingly, the felony/high-risk traffic stop has changed little in forty years. There's been some refinement, sure, but a lot of that is still applicable.
I'd say it's likely a result of the Watts (and numerous other) riots. I heard a few stories from my grandfather on the subject, who was an officer in Northern California around that time, being called to work riot lines around the Bay Area.
