It is. They’re mostly clean, happy and playful. You do get the occasional mangy looking one in some of the poorer districts but even then the locals seem to treat them with respect.

Istanbul especially is full of stray cats and dogs and the locals are totally used to them. They’re tagged, cleaned and taken care of by the municipality but just roam about freely during the day.
