I don’t know why not, just that Thailand is not the only country where most people don’t know how to swim. It often has to do with dangerous waters like you mention (snakes, crocs, rapid streams). I live in a country below sea level, swimming lessons used to be mandatory in primary schools.

Yes, I’m sure everyone is just dying for advice like ‘never go caving’ or ‘you should really learn how to swim’.
