Like you mentioned, The Conners did it. IIRC, ABC had to pay for at least 10 episodes anyway since it was renewed due to contractual obligations. A few shows have been renewed and then cancelled. VH1 renewed Hindsight for a second season, but cancelled it a couple of weeks before it was supposed to go into production
