You're kind of right but I still think most of those are too worried about story, too concerned with being taken seriously and delivering a believable narrative, that they never let themselves go wild with the kind of gameplay they let across.
I wouldn't call Mario Kart "not a proper game" but as far as a balanced and competitive sort of game... yeah, it's not that.
