I think overall culture plays in to it as well. Australia is almost more American than America when it comes to its love of big, powerful cars representing personal freedom. When we visited Scandinavia, there were tons of Teslas, and a society that is far more eco-conscious.
Unfortunately, there are so many railroad crossings in Chicago, you’d stop every 5 minutes. Freight lines, at grade commuter rail, at grade subway (El) lines... The only time people slow for these crossings is when they are rough crossings.
