I had a similar issue. First dealer tried to sell me a used truck (demo w/ 6,500 miles) as new simply because it was never titled. Things deteriorated to the point where we had to dispute the deposit with our credit card company. Cue yelling and screaming by dealer.
Um... the vehicle literally rolls. With a qualified operator on board, it can reach literally any place serviceable by road. Literally.

They assess fines, which, if left unpaid, can sometimes be leveraged in to a lien on the property if you get a sympathetic city council and judge.

I grew up in the midwest. Smack dab in the center of Illinois. I got stuck in my 5-yr old Honda Civic once. I, a poor retail hourly employee at the time, bought myself some snow tires on 14" steelies. It’s not mandatory. It’s priorities.
