The whole point is that the league has banned the substance. They have the right to do so because the employee has the right not to work for them. The fact that the drug is illegal both Federally and the state he is employed in only strengthens the league’s reasoning for banning marijuana.

Doesn’t matter, his place of employment is in Pennsylvania and it is still illegal federally. Remember, federal laws trump state laws.
