Some of the cars have what looks like a UK diplomatic registration, though 366 isn't the identifying number for Iraqi vehicles in the UK.

@LV51FER: The rules about plates are much tighter to support the roll out of Automatic Number Plate Recognition on police cars, they get lots of false positives from smaller plates or unconventional spacing of letters.

Didn't the police around Spartanburg have at least one e39 M5? I remember reading that they were leasing it for $1 a year.
