I don't have a medical background so I'm just guessing, but I believe it is because cow's milk is not easily digestible for infants. They aren't supposed to drink straight-up moo juice until one year. And I assume that given how common lactose intolerance is among adults, it would be even more so among babies.

Published too soon. I don't recall about the nonfat milk, mine are past the bottle-feeding stage and I haven't retained that kind of info. I do vaguely recall that nonfat milk was in the formula I used.
