HBCU's or Majority African American Universities and colleges do this style. Most are typically Military style marching or Show style like in this video. Think back to the movie Drumline. I know you had to have seen it back in the day as a fellow band nerd. "White" Universities stick to Corps style.

Miss Universe contestants are NOT impressed. These outfits are like 1/10 of FABULOUS those country costumes were. Look past Transformers USA - a large chunk of South/Central America, the Caribbean, anywhere that could justify it had a bikini or bodysuit with ALL THE FEATHERS. It was like a direct VS challenge.
