See, I don't know WHY they didn't do this. Porting a game (even a collection of three games) would require less effort than making a new game, and we all know how much Capcom hates effort!
Their word on the Prototype Version was to gauge interest in Legends 3. Still a stupid move on Capcom's part, but I still would've bought it, because, yes, I REALLY WANT LEGENDS 3.
I would've paid $2.50 for a demo... of MegaMan Legends 3...

I'm not sure I'd say 20k+ (360's figures aren't displayed, but it'd have to be less than 18k) in one week as well. It's fair to say it's doing well if it doesn't completely fall off the charts next week.
By that same logic, it isn't worth supporting Windows PCs, due to how varied PC specs are. Not to mention, XP/Vista/7 (anything older is forgotten). And then Linux? Then you have to factor in all of the different distros (CentOS, Ubuntu, Fedora, etc.).

While this is specific to the American release (and NOA and NOE can do things differently, sometimes), even NOE says that the GBA VC games will not be available to the general public, only the NES ones are planned to be at a later date.
You can't pick which games. 10 free NES games, and 10 free GBA games. If you assume that the NES VC games will be $5 (like they are on Wii VC), and the GBA VC will be $8 (which puts them on part with SNES on Wii VC), then that's a $130 value of games.
The 10 GBA titles will not be available to the GENERAL PUBLIC. You must purchase the 3DS prior to the price drop (and connect to the eShop), then you get them for free when they're released. But then noone else can buy them.
