To reduce this problem, they should just mess with the directionality of the adjoining streets, so that you can’t go more than one or two blocks in the same direction. That would effectively kill the incentive for cutting through the side streets.

Most of the carjacking with kids in back seats I recall reading about seem to involve a parent being forced out of a vehicle, not the parent leaving the kids in the locked car for a few minutes.

Are your precautions for the far more common dangers I list equally absolute?

By this logic, I think we can all agree to ban (and hopefully criminalize) exposing children to a range of other activities, locations or or objects:
