Rally events have to obey safety regulations (spectating areas, mandatory distance between the road and the area, ...) but you can't have a marshal at every corner of the event. Spectators have to be smart about it and not stand were it is OBVIOUSLY unsafe to be.

I think they are already rules for distance between the roads and the spectators area. It's the case for every rally event in France, and I wouldn't be surprised if it was the same in the UK since I think these rules were made by the FIA.

The thing is that spectator should be safe with all the FIA regulations on safety, with mandatory distance between the road and the spectators. So this shouldn't happened, or people should have the time to run to safety.
