My first thought would be this (blood flow/pressure), or perhaps you start to hyperventilate when you get excited? I'm pretty sure shortness of breath can cause tingling in your extremities.

All 3 of my cats (all shelter rescues; 2 girls and a boy) have small tattoos inside their ears.
