It doesn’t qualify them as persons. There are countless of animals also used for human trials. I don’t deny that chimps are closest but that application of familial is not in my opinion a qualification for what it means to be a person.

Why does familial link stand? Your example of dogs and wolves does not translate. Dogs are wolves at a genetic level. They can interbreed. Humans and Chimpanzees are different species with common characteristics and shared evolutionary descent. You are imposing your own definition of familial here.

Is this a trick question? They are not capable of reason at a human level. They resemble humans and elicit an emotional connection but they can’t vote, they can’t understand property rights, they can’t operate under a system of law. They can’t work and pay taxes. Is this not implicit?

There has to be a way to protect them within the law without granting person rights. The idea of what entails rights is going to be something totally granted by law rather than being inferred.
