Interestingly, a very slightly stretched tire apparently actually performs better than wider, square or slight pinched tire, on the same width rim. It seems counter-intuitive to me, because I would think the pinched tire is angled better to oppose the lateral force, but all the tire test data I’ve seen indicates…
Also, the typical orientation for a device like this is vertical. I suspect the photo is showing the bottom of the device, and the coms antenna is on top, out of the photo.
It looks very similar to an Argo float, used for oceanographic research. The hump on the side might be an un-pumped CTD intake for measuring salinity. I don’t recognize this one in particular though.

Someone back in the late ‘90s was making carbon fiber frames for Honda motocross bikes. If I remember correctly the frames alone were rumored to be like $15-20k. For reference, Honda sold the bikes (with a newly designed Al frame) for about $6k.
