Well if a game costs 40 bucks, but you can buy it used for 30, then spend an extra 5 bucks unlocking it. It doesn't seem like a massive loss. People will still buy used games, but the devs and publishers will still benefit (slightly) from them. However only saving 5 bucks will feel almost worthless to some people.
