I think Shepard says a lot of interesting stuff when you play him/her as a Renegade. Personally, I like the part where you punch the reporter in the face.
I suppose it could work like that. Though, in the case of character costumes, I know most games would usually fall back to the default costume or color scheme if someone didn't had that particular costume installed. How about default fatalities? Not sure how that might work out ...
I think it's more or less a principle thing. If it's on the disc, then most would prefer to find ways to unlock it, perhaps by a secret code or special achievement/trophy. A lot of people might say: "Why should I pay for this crap if it's already on the disc to begin with?!" regardless if it affects gameplay or not.…
