Did you read the statement about what its actually doing? The bug is that its not clearing out the data eventually. What its doing is sending YOU data on the location of cell towers in the area you're in.

It sounds like a description of from a requirement's document on the function. While it may be effectively logging your rough location, it also points to what their intention was with the data which is a big deal.
