I would argue that women in service are probably older than most unplanned pregnant women, because most unplanned pregnancies occur in teens (as far as I know). So it is still a lot. Here (Netherlands) tampons and pads are classified under bandages, plaster etc. So the lowest tax applies to them (6% as far as I know there is no 0%) same as with other medical supplies and food.
