If you only consider the retail release of Blue in Japan (disregarding the initial release in Oct 1996 exclusive for CoroCoro subscriber) that the answer is yes, at least for North America.

Internationally yes, Red and Blue. But in Japan was Red and Green. As I said, Blue came out later.

Allow me to be picky here. The first two Pokémon games released in Japan in February 1996 were Pokémon Red Version and Pokémon Green Version. Pokémon Blue Version came 8 months later (October 1996) exclusively for subscribers of CoroCoro Comic, and in 1999 for everyone else in retail.
