Yeah, I think that's exactly it. The gimmick of this release (since, let's face it, every DBZ game needs a gimmick of why they want you to play through the exact same events every game), will be that you create a character and get to use them through major moments in the series.

It extends beyond black characters, any non-majority ethnicity tends to get the "G.I. Joe" approach in Japan (heck, just about -every- Street Fighter character is a racist stereotype, Guile? Zangief? E.Honda? Dhalsim? ...), but Beast Man here really takes the cake and makes it blatantly offensive.

DOn't be fooled, they're still racists. Look at any Black character in Japanese games. They're pretty much all hulking oafs who only speak in jive and curse words. Shit in Binary Domain they had a Black guy who bugs his eyes out and every-other word is fuck and shit from his mouth.
