I don't think it's body snarking - the V in the top doesn't look like it "fits" that well, the peplum is extra ruffled and short (and frankly, it's a peplum), and there's a slit cut to a strange height, and mesh on top...it's just a lot going on for one dress, and the dress itself isn't flattering.

The cheerleaders at my school wore their warmup pants typically with the cheer top, and it was cute! Or sometimes they'd wear the warmup pants with the skirt over it with the top, and while it sounds silly, that was actually cute, too. Maybe not practical in all climates, but it did work in mine.
