The other plane is at a significantly different angle to the (assumed) direction of the wind, and as such the wind isn't gong straight over it's wings like it (assumedly) is with the plane that is rising.

Agreed. The Falklands really proved that further developments of systems like the Phalanx was in the best interests of modern navies. IIRC they only came in earlier in the 80's for the first time.
